Job DescriptionThe Deputy CIO, IT Infrastructure & Operations reports to the Division of Aviation CIO. The Deputy CIO, IT Infrastructure & Operations will have direct oversight for all IT network infrastructure and operations at the Philadelphia International Airport (PHL) and Philadelphia Northeast Airport (PNE) including but not limited to: network infrastructure and operations, network security, telecoms, wireless, data centers, disaster recovery, cloud environment, CCTV, access control, and other related functions. The Deputy CIO, Infrastructure & Operations will develop and manage budgets, plans, and priorities for PHLs network infrastructure environment.Essential FunctionsDevelop and lead team responsible for managing the core technology infrastructure, including wireless & wired networks, data centers, cloud, security network, video surveillance, access control and related operational activities.Responsible for end-to-end delivery of PHL and PNEs network and server infrastructure.Ensure that infrastructure and network operation services operate with a high degree of availability, reliability and resiliency with the ability to apply generally accepted industry standards (e.g. ITIL).Establish SLAs and Operating Level requirements.Manage and maintain PHL and PNEs data centers and servers including virtual servers.Work with the systems integration team to create and maintain long-term enterprise services integration, communication, and lifecycle management plans.Develop and ensure adherence to yearly business plan initiatives and related strategic plan initiativesDrive strategy for PHL and PNEs infrastructure and operations.Represent organization in committees, outside entities and working groups, and other trade groups.Plan budgets, controls spending and forecasts future spending needs, reduces costs wherever possible.Development and implementation of staffing plans and position control.Realignment and implementation of budgetsPlans and coordinates work schedules; assigns work and establishes completion dates; establishes training procedures and guidelines; develops work performance standards and reviews work for compliance with instructions and procedures.Provides progress reporting, presentations and executive level briefings as required.Performs other related duties.Competencies, Knowledge, Skills and AbilitiesDemonstrated leadership experience delivering robust, secure, and high-available technology infrastructure in an airport, or similar, environment.Extensive experience with full network stack design, deployment, and management.Experience developing, documenting, and maintaining disaster recovery plans, business continuity plans, and standard operating procedures.Experience architecting, managing and maintaining security networks.Experience with access control systems.Experience with supporting network backbone for video surveillance systems.Experience in supervising technical, analytical and clerical personnel and to evaluatetheir performance against job requirements.Experience with leveraging cloud environment and tools to support infrastructure needs, preferably Microsoft AzureAbility to communicate technical concepts to non-technical people.Ability to organize and manage complex technical projects.Ability to train, supervise, and coordinate the activities of a subordinate staff.Ability to establish work and resource priorities.Ability to resolve problems related to information technology.Ability to communicate orally in a clear and succinct manner.Ability to read, comprehend and write clearly and concisely.QualificationsMinimum of a bachelors degree from an accredited college or university. Undergraduate degrees in technology preferred. Advanced degrees in business and/or technology preferred but not required. Fifteen (15) years of experience in IT infrastructure and operations with at least 10 years of managerial experience.Government experience preferred but not required.
